I am directed by the Comptroller and Auditor General to acknowledge the receipt of your letter No: 32140 of the 18th
ultimo, transmitting, for his observations, a copy of a des- patch from the Governor of Hong Kong forwarding draft Financial Instructions based on the Financial Chapter of the new Colonial
Regulations.
2. With regard to many of the proposed alterations it is evident that certain of the Colonial Regulations are inoperative
in Hong Kong for the reasons mentioned in paragraph 2 of the let- ter under reply, while other minor alterations which have been suggested are allowed for by the alternatives provided in the
text of the Regulations.
3. With reference to Rule 275 I am to state that in the
opinion of the Comptroller and Auditor General it is desirable that
the periodical returns therein referred to should be furnished,
although, subject to the concurrence of the Local Auditor, any-
thing in the nature of detailed information in support of them may, in the circumstances, be dispensed with.
4. The conditions which require separate requisitions and,
as far as possible, separate rouchers for charges against separ- ate sub-heads, contained in Rules 287 and 293 of the Colonial Regulations, are based upon general convenience, but if, in Hong Kong, no inconvenience arises from the present practice the Comp- troller and Auditor General offers no objection to its continuance.
With regard to the observations in the memorandum for- warded by the Governor respecting the Monthly Abstract and the subsidiary Journal, it would appear that, in its present form,
